I understand the difficulties which you meet with the addition of your account Payoneer on your account PayPal and I am going to clarify for you this situation.
Since June 10th, 2014 it is not possible any more to add a Payoneer account on PayPal. As it is mentioned in the terms and the conditions of this service of American payment, the account Payoneer is not bank accounts and thus you cannot add them to your account PayPal.
According to the Section 14 - Your Responsibility: " the department of American payment is not considered as a bank account in the United States and funds received on your account are not are not assured by the FDIC ( Federal Deposit Insurance Corporation). "

For more information, contact directly Payoneer and inquire with your local bank to see which options of transfer you arrange with PayPal in your country.
