I understand you're having trouble adding Payoneer to your PayPal account. As outlined in the Payoneer U.S. Terms and Conditions, the Payoneer account is not a bank account and as such, you cannot add it to your PayPal account.
You should open a real US bank account in USA. Otherwise, you can withdraw your PayPal earnings to an Algerian Visa card.
