I believe you are right in saying that Joyce has such a feeling
James Joyce wanted to write, as he calls, a chapter of a moral history. He says in his letter to his publisher:" My intention was to write a chapter of moral history about my country and I chose Dublin for the scene because the city seemed to me the centre of paralysis."
Moreover, Joyce wants to criticise them since he believes they are unable to change their sad reality; it is what he calls moral paralysis
In his letter to his publisher he says: "I sincerely believe that you will retard the come of civilization in Ireland by preventing the people of Ireland from having a one good look at themselves in my nicely polished looking-glass."
So the aim of Joyce in writing Dubliners is to make Irish people look at themselves through it and see their defects.
I believe this is the aim of literature when dealing with social issues.
