أريد النشر في مجلة ولا أعرف إن كانت مجانية أم لا وعندما بحث وجدت هذ الكلام الذي يعطي تفسيرا لذالك

All SPIE journals offer the option of open access publication for a flat rate of $960 for all standard articles and $660 for Letters. SPIE open access fees are kept low in recognition of the fact that many authors have limited funding available to cover publication expenses. Open access papers are published under a Creative Commons CC-BY license. Read more about our open access program.
There are no mandatory page charge fees. If you do not choose to pay for open access, your paper will be published under subscription access control with the standard SPIE transfer of copyright agreement. Read more about the rights and restrictions of these publication licenses below.

Authors who choose to pay the open access fee will retain copyright and the publisher (SPIE) will license these articles under a Creative Commons Attribution license (CC BY)Open PDF.
Authors who do not pay the open access fee will have their papers published under the SPIE Transfer of Copyright agreement
