what are the causes of failure in Algerian universities?

We students are the responsible for this failure,you know why????????
Because ,we accept everything,we always keep silent,we don't ask for our rights
For example:you don't have a teacher of X module ,but when the exam takes place you must do your exam even if you studied NOTHING
So,if we don't take a stand then we deserve what happens to us
