Here is a brief explanation :
1- Who as pronoun is used to ask about person or people (WH question ) . It is also used to refer to person or people .
2- Whose as pronoun is used to ask about which person people own or are responsible for something . It is also used for adding information about a person or thing just mentioned .
For instance; Mark , whose contract expires next week, is likely to move to play for a European club.

it's not about questions or answers
they both serve for asking questions and generating sentences

they differ in their meaning and function

who"relative pronoun" for person/ppl

[]Colombus discovered it
whose"posseessive pronoun"= own sth
[]whose bag is this?
it's Mina's[/COLOR] = ]Mina's bag]
