حاولت الإدارة الفرنسية عند احتلالها للجزائر أن تضفي الشرعية على هده الحملة ,هادفة من خلال ذلك إلى إقناع الرأي العام الفرنسي قبل العالمي بمصداقية هدا الفعل ,مؤمنة أنه لا وجود لنتائج إيجابية دون مقدمات -سواء كانت صادقة أو كاذبة - ,و بدلك قامت بتعبئة الرأي العام الفرنسي قبل موعد الحملة، وتصوير هده الأخيرة على أنها حملة لاسترجاع هيبة وشرف فرنسا الذين داسا عليهما داي الجزائر ’’حسين ’’ فيما اصطلح عليه بحادثة المروحة. لكن : هل يمكن أن يسير حوالي 40 ألف جندي فرنسي من تولون -احدى الموانئ الفرنسية جنوبا- لتأديب الداي وديوانه؟ هل يعقل أن نبرر تواجد الاحتلال الفرنسي بالجزائر لمدة قرن وأزيد بمهمة إعادة شرف فرنسا وهيبتها ؟



الخلفية التاريخية

ضعف الحجة

و يبدو أن دوافعها الحقيقية هده لم تكن غائبة من قبل، بل كان الستار فقط مسدولا عليها ,وفي الوقت الذي ضعفت فيه الايالة والأم التي كانت تحتضنها ,و التي أصبحت تعرف بالرجل المريض ,سنحت الفرصة للإدارة الفرنسية أن تزيح دلك الستار ,متخذة من حادثة المروحة مقدمة لتحقيق غاياتها وأهدافها في ظل الهون الذي باتت تحياه الايالة الجزائرية وحكامها.
